President John Dramani Mahama has outlined a major shift in the way teachers will be recruited and posted, as part of efforts to correct the persistent imbalance in staffing between urban and rural schools. The new direction seeks to ensure that every district gets a fair share of teachers based on its actual needs.
Speaking at an engagement with Civil Society Organisations on Monday, March 30, he pointed out that the current centralised recruitment system has not been effective in addressing disparities in teacher distribution. Over the years, many teachers have been concentrated in major cities, leaving several rural communities struggling with inadequate staff for teaching and learning activities.
To deal with this challenge, the government plans to transfer the responsibility for recruitment and vacancy announcements from the national level to individual districts. Under this new system, each district will identify its staffing gaps and advertise vacancies accordingly. This approach is expected to promote fairness and ensure that recruitment is guided by real demand rather than general postings.
He made it clear that certain urban centres such as Accra, Kumasi, and Takoradi will, for now, not be open for new teacher postings because they already have a high number of teachers. As a result, applicants who wish to enter the teaching profession will need to consider districts where vacancies exist.
According to him, continuing with the old system would only worsen the situation, as more teachers would keep choosing urban areas while rural schools remain neglected. He stressed that a deliberate and structured distribution strategy is necessary to solve the problem permanently.
The President also addressed concerns about the large number of trained teachers and nurses who are yet to secure employment. He acknowledged the backlog and assured that the government will carry out continuous recruitment exercises to gradually absorb them into the public sector.
This policy shift is expected to significantly influence how teachers are deployed across the country, with a stronger focus on equity, access to quality education, and improved learning outcomes in underserved districts.

I am disturbed to hear Ashanti region will not be opened now for the recruitment exercise. I completed university 2021, almost six years now, not recruited, so does that mean I am going to stay home in Ashanti untill when?
