Administration Circular not an attempt to silence teachers — GES

The Ghana Education Service (GES) has reassured the public that a recent internal circular concerning administrative procedures is not intended to limit teachers’ rights to express their opinions or exercise their legal freedoms. 

The clarification comes amid growing discussions and speculation about the circular, which has drawn attention across schools and education forums nationwide.

The circular, titled “Management Reinforces Respect for Administrative Structures and Professional Conduct,” was circulated to all Regional Directors of Education with the aim of reminding staff of the importance of following the established administrative chain of command. 

In an official statement released on Friday, March 13, 2026, the GES emphasized that the directive does not hinder teachers from speaking freely, engaging their unions, or participating in lawful demonstrations.

“Teachers, like all citizens, are entitled to lawful expression, including engaging their unions and participating in legitimate advocacy,” the statement explained, stressing that freedom of expression remains fully respected within the education sector.

The Service further clarified that the directive is primarily aimed at reaffirming the established administrative framework within the GES, a system that has guided the operations of the institution for many decades. 

According to GES, following proper administrative channels ensures that issues are resolved efficiently and fairly, while allowing managers at each level to address matters with the appropriate context and understanding.

Under this framework, concerns raised at the school level are first addressed by the school head. Where necessary, issues are escalated to the district directorate, then the regional directorate, and ultimately to headquarters. This structured approach is designed to prevent miscommunication, ensure accountability, and promote a sense of order across the education system.

Management also took the opportunity to reassure teachers, unions, and other stakeholders that pressing matters such as salary arrears, recruitment delays, and other administrative issues are being addressed as a matter of urgency. “Updates will be provided in the coming days,” the statement added, highlighting the Service’s commitment to transparency and timely communication with staff.

Finally, the GES called on all personnel in the education sector to maintain professionalism, calm, and constructive engagement while working within the established administrative channels. The Service encouraged teachers and staff to continue to perform their duties diligently, emphasizing that adherence to professional conduct is key to the smooth functioning of schools and the broader education system.
