Controller and Accountant-General’s Department (CAGD) Rejects Claims of GH¢427m Irregular Salaries Paid to Senior Civil Servant, Cites Strong Payroll System.

The Controller and Accountant-General’s Department (CAGD) has dismissed reports circulating on social media alleging that a senior official at the Ministry of Defence received unearned salaries totaling GH¢427 million over a 29-month period. The claims were linked to a publication by The Fourth Estate.

In a statement issued on April 20, 2026, the Department described the allegations as inaccurate, stressing that Ghana’s payroll system operates under strict controls and automated safeguards designed to prevent such anomalies.

CAGD explained that only approved salary structures from the Fair Wages and Salaries Commission are processed for public sector employees, with monthly payments subjected to online validation by heads of institutions and additional internal checks.

The Department further noted that its verification mechanisms, including payroll variance analysis and confirmation of bank payments, make it impossible for any employee to receive salaries beyond what is legitimately due.

It urged the public and media to verify information before publication, reaffirming its commitment to accountability and transparency in public financial management.
